What Is Tannerite?

Tannerite is a brand of binary explosive targets primarily used for firearms practice and long-range shooting. It consists of two separate components, ammonium nitrate and powdered aluminum, which are mixed together by the user before use. When struck by a bullet traveling at a sufficient velocity, Tannerite detonates, producing a loud explosion and a cloud of smoke, making it popular for recreational shooting and target practice.

Search YouTube for “Tannerite” and over 12,000 video results will appear, with most videos showing exploding trailers, cars, pianos, refrigerators, or mailboxes. Tannerite claims that its intended use is only to provide hunters with an exploding target that lets them know that they have hit their target from long range distances. However, the videos show that Tannerite is being used in potentially dangerous explosions that can send debris and shrapnel flying for hundreds of yards and injuring innocent bystanders.

Legal Loopholes

With the exception of Maryland, Tannerite is an unregulated product that is sold through a loophole in the law. The loophole exists due to the fact that entities can legally sell two inert substances, here ammonium nitrate and aluminum powder, with the explosive product being made when the two substances are mixed together. Tannerite packages the inert substances together, provides a mixing kit, and gives instructions on how to make the explosive device, all of which falls outside legislation regulating explosive products.

Additionally, although Tannerite recommends that consumers be at least 21 years old, there are no legal age restrictions on who can buy Tannerite. There is also no limit as to how much Tannerite an individual can purchase and store.

Proposed Legislation

Currently, Indiana Senator Jim Merritt has introduced legislation that would restrict the sale of Tannerite to people 18 years of age and older and would require retailers to keep the product behind the counter.
