Bruce Kehoe submits inquiry to Marion County Prosecutor about deadly crash
The collision involved IMPD Officer David Bisard and two motorcycles which were hit from behind by his patrol car at a stoplight on August 6th, killing one and seriously injuring two others. Officer Bisard was initially accused of driving while intoxicated during the crash after testing .19 in a blood test taken two hours after the incident. Since that time the officer has been suspended from duty. An Indianapolis Star story on the crash reports that prosecutors subsequently dropped several felony charges related to the incident after learning that the lab technician who took the blood sample was not certified to do so under Indiana's DUI laws in criminal cases. The announcement provoked a strong community reaction throughout Indianapolis.
The content of the letter asks several questions about the officer's activities, including "whether or not Officer Brisard would have purchased a 1.75 liter bottle of Vodka at the CVS at either the 56th and Emerson or 71st and Binford locations within the 48 hours preceding these most troubling events. If there was such a purchase, did it involve the use of a credit card or a CVS customer card? Would the counter transaction be on the surveillance tape? Is it a violation of IMPD procedure for an officer in full uniform to be purchasing a large bottle of liquor?"
An article on Fox59.com quotes Bruce Kehoe as saying, "We have a witness who came forward, who identified themselves as being a customer in CVS, he thought the night before the horrible events that took life and injured people and he found it unusual that a police officer, in unform, gun on their hip and taser on their belt would be in line, buying a one and three quarter liter bottle of vodka."
